Unshackle Upstate outlined its new Economic Revitalization Agenda at the Rochester Business Alliance headquarters.
The five-point plan is designed to deliver broad-based tax relief and stimulate job growth across Upstate New York.
Unshackle Upstate is made up of business and trade organizations from all parts of Upstate New York.
Some key points include reducing state income taxes by 25 percent for residents who make less than $50,000 annually, reducing corporate franchise tax for businesses and developing the Marcellus Shale through hydrofracking. They say that could generate $78 million in state revenue.
"In a government body that last year found over a billion dollars to invest in education, we believe we can find the money to pay for this plan," said Brian Sampson, Executive Director, Unshackle Upstate NY.
