"Proposition One would authorize the development of casino resort destinations in New York State," said Gary Banadonna, Workers United.
New Yorkers will be given the choice to decide if up to seven casinos should be created across the state. Four would be Upstate.
"It's not whether or not New York should have gaming; as I mentioned, we have it," said Assembly Majority Leader Joe Morelle, D.
If we already have casinos in New York, what's the big decision? The difference is places like Batavia Downs and Finger Lakes are known as racinos, because it's at a race track, and places like Seneca-Niagara are run by Native American tribes.
New York is the only place in the northeast that doesn't have state supported gaming.
"New Yorkers invest in other states around the northeast $1.2 billion in economic activity," said Morelle.
Morelle says this proposition would generate over $93 million year for Western New York, $15.5 million for Monroe County alone. To narrow it further, $5 million would go to Rochester.
But what does this money go towards? Morelle says it would go towards property tax relief and education.
"The money that will be available for aid education will follow the funding formula that is already established, so those schools like the City of Rochester and other urban centers that have high needs will get a larger share," said Morelle.
Supporters say it would create 10,000 construction jobs across the state as well as additional jobs in tourism and hospitality. Morelle says its not just about making casinos; they want to build resort destinations.
"This isn't simply just going downtown and playing some numbers. This is going to bring people. The regions that have been identified are within relatively short distances of New York City, so people will come, international visitors will come," said Morelle.
People against Proposition One say they are concerned about those with gambling addictions. Morelle says they are aware and money has been put in the proposal for new programs and services for those who need it.
