What type of governor would Ravitch be?

ALBANY, N.Y. -- "He's clearly one of the most highly capable people ever to go to state government in a high capacity and should he become governor, he's clearly well prepared to take those responsibilities," said democratic analyst Evan Stavisky.
While Lieutenant Governor Richard Ravitch has only run for public office once, he's been involved in New York State government his entire life. And as the investigations into Governor David Paterson continue, people are wondering if it will be Richard Ravitch that holds the state's highest seat.
"He's a veteran of government, not of politics. And I think he'll have his hands full trying to fix the state's fiscal health," Stavisky said.
While laying out his five year plan to fix the state budget on Wednesday, Ravitch made it clear his suggestions are only that, reminding reporters has not been elected by the people of New York State.
"I'm sensitive to the fact that I'm not an elected official. And I passionately believe the constitution of this state confers upon the legislative and executive branches to enact budgets," Ravitch said.
If the Governor were to resign, however, and he was put in that position, New Yorkers may not be receptive.
"Siena asked people if he took office, if they thought he would be a good governor, nearly by a two to one margin they say he won't be a good governor," said Steve Greenberg.
According to the Siena Poll, two-thirds of New Yorkers say they don't have enough information on the Lieutenant Governor to even have an opinion of him. Marist and Quinnepeac polls found similar results.
"It's the devil you know versus the devil you don't," Greenberg said.
"I don't think name recognition is really relevant unless you're running for office. And I don't think anyone should reasonably expect him to be a candidate for Governor this fall," Stavisky said.
And if Ravitch becomes Governor, he'd be faced with a test immediately. Who he'd pick to be the fill his shoes as the new Lieutenant Governor? It's a decision that would likely face a lot of scrutiny.
