County Executive Severs ROBUTRAD Contract

The Brooks Administration terminated its relationship with ROBUTRAD, the agency at the center of a Monroe County scandal.
ROBUTRAD was started 20 years ago by then Democratic County Executive Tom Frey to get skilled workers for the county at lower cost. A recent investigation found that is not happening.
ROBUTRAD workers were led by one man, Robert Marone. He has been arrested for possibly wasting millions of tax dollars by getting his employees paid for work they never did, or for work they provided to family friends or politicians at taxpayer expense.
County Executive Maggie Brooks said the ROBUTRAD model is broken and cannot be fixed.
The county's contractual agreement with ROBUTRAD ends August 1. The workers unions are aware of this. Brooks and Republican county legislators also sponsored a bill so that no future county administration can enter into this kind of agreement without legislature support.
Brooks said a future agreement of this kind would need bulletproof oversight. When asked why this was not provided this time around she said something fell through the cracks and hindsight is 20-20.
Brooks says, “If we were trying to hide anything we wouldn't have had the sheriff's office in to investigate. We asked for the investigation."
Democratic legislators were not invited to this announcement. They say they did not know about ending the deal with ROBUTRAD. The Democrats have asked for the state comptroller's office to come in and do the investigation. They question whether Sheriff Patrick O'Flynn should be part of it when the Republican is running for re-election.
Brooks said, “Only one man has been charged here. There are many victims. Just because a name has been included in the report doesn't mean they are a co-conspirator."
“When the papers were filed and the names included were Republican, Republican, Republican, Republican. This is a Republican mess. This is a lack of oversight and administration," said Harry Bronson, (D) Monroe County legislator.
Brooks said a new model for the county is in the works. She also said it was new technology that found the problems with overtime and job details at ROBUTRAD.
Brooks said that restitution is a component of the federal case against Marone and the county is looking at a civil suit to also recoup some of the money.
