New York State resumed payments of income tax refunds.

It comes after several weeks of delay so the state would have enough money to meet its financial obligations.

The average state income tax refund is about $1,000 and takes three to four weeks to arrive. The delay affected those who filed in late February and in early March. They were expected to wait about six weeks to receive refunds.
