Report Released on Greece Police Internal Investigation

The town of Greece released the final report on the year long investigation into its police department.

Retired State Trooper Joseph Loszynski, who is now Greece's director of public safety, led the investigation after allegations of misconduct and wrongdoing against two former officers and the former police chief.

The report states 832 leads were pursued, 38 separate allegations of misconduct investigated, 10 of which involved questionable expenses.

Some of those allegations investigated by Loszynski include:


  • Document Shredding at Greece Police Department Headquarters

  • Failure by Greece Police Department to properly investigate a fatal motor vehicle accident

  • Allegation that a senior Greece Police Department officer obstructed a homicide investigation by ruling the case Self-defense

  • Allegations of a senior Greece Police Department official obstructing a probe into a burglary and home invasion

  • A senior Greece Police Department official worked another job while on duty and in uniform

  • Officers taking out of state trips in Greece Police Department cars

  • Intimidation of two supervisors by top Greece Police Department officials

  • Failure to investigate allegations of wrongdoing by Greece Police Department personnel internally

According to the report many of the incidents investigated resulted in administrative disciplinary proceedings, some of which are ongoing. "Specific matters" were referred to the Monroe County District Attorney's office.

The cases involving the two former officers and former chief Merritt Rahn are also in the report.

A jury found Rahn guilty in April of four felonies and three misdemeanors. He falsified a background check of former Greece police officer Gary Pignato. He's in prison for using his position as a police officer to coerce women into having sex.

Rahn also tried to cover up the DWI hit and run crash involving former Greece Police sergeant Nick Joseph. Joseph is also in prison.

Rahn was sentenced to one and two thirds to five years in prison.

The report concludes that an internal affairs unit will be established, access to evidence will be limited to those who need it, and all officers will go through more intense screening including a polygraph test.
