County Democrats Propose Contractor Registration

Should contractors be forced to register with the county? The Better Contractors Bureau has pushed for such a registration for 20 years, and Democrats say it could be a money maker for Monroe County.
The plan is to create a 2-year county registration, with a fee of $200. The idea is to weed out shady businesses.
Democrats say two other New York counties already do this, and the fee would help cover the costs.
The BCB says it gets as many as 900 contractor complaints a year.
The application would require a statement of any prior convictions by the business owner.
“If someone's been convicted of home improvement fraud in the past, it would be something that they would have to disclose,” said Ted O’Brien, (D) the Legislature minority leader. “That's not to say that they would be precluded from going forward. They'd have to make that disclosure."
The contractor registrations would be available to the public. Violations are not criminal, but subject to fines than can escalate to as much as $25,000.
Republicans have not replied to requests for comment on the proposal.
