Police arrested 49-year-old Xianhua Liu, a.k.a. Max of Brighton, 48-year-old Guang Ping Sun of Henrietta and 56-year-old Guang Hua Sun also of Henrietta.

Police say three separate search warrants were executed at parlors owned by Xianhua Lui. They include Sun Wellness Services on East Henrietta Road, Fantastic Body Works in Penfield and Asian Aroma Therapeutic Body Works in Brighton.

Police charged Xianhua Lui with promoting prostitution, a felony. Guang Ping Sun faces multiple charges including, promoting prostitution, bribery and prostitution. Guang Hua Sun faces a misdemeanor prostitution charge.

Police seized over $90,000 in cash, along with jewelry.

Investigators said they've toughened regulations on massage parlors within city limits.

"One of the ways we combated this in the city, years ago, is if you’re going to have a massage parlor, you have to have a licensed masseuse. These folks, number one, they don't have a license and number two, they don't even speak the language to go to the school and try and pass a test and be a licensed masseuse. They just can't even do it if they wanted to,” said Lt. Joseph Morabito of the Rochester Police Department.

Police say all three suspects are legal citizens.
