Torrential rain fall slowed Tuesday's evening commute in Rochester and broke records.
Some people had to be helped from stranded cars on North Union Street. The heavy rains flooded a number of underpasses, stopping cars in their tracks and forcing people to seek higher ground.
The rainfall set a new record for this date with 1.9 inches. That broke the old record of 1.37 inches of rain set back in 1873.
