Rochester Teen Wins Lottery

A Rochester teenager is the area's latest instant millionaire.

Lottery officials presented a check for $3 million to Matthew Carter, 18, Friday morning at the East Rochester store where he bought the winning ticket.

Carter says he went to the Kwik Fill station on North Washington Street with his brother August 30. He says his brother worked there and they were going to pick up his paycheck. Carter says he decided to buy Lottery's $10 "Spectacular" scratch-off ticket. He scratched it off in his car and was an instant winner.

Carter says he was working as a roofer at the time, but is not working now. He said he did not graduate from high school, but plans to go to college to study mechanics.

"It is mind boggling, you never thought you'd be the one up here holding the big $3 million check, you always see it on tv, but it is still shocking," said Carter. "The odds of coming out here that day and what not are very slim, but I am holding the check ain't it?" "I am not going to spend it all in one place."

Officials say he will receive $99,270 a year through 2031.

Carter says the first thing he plans to buy is a new car and his mom's house. He has two brothers and a sister.
