The governor will announce a few amendments to his 2013-2024 budget proposal at City Honors School.

Cuomo delivered a similar message in on Albany Wednesday, where he unveiled proposals ranging from post-Sandy mitigation, to the state's Medicaid reimbursement rate, and teacher evaluations.

While 99 percent of New York Schools passed teacher evaluation plans, the Hamburg school district and New York City schools did not.

Cuomo will deliver a similar message Thursday afternoon in Rochester.
