Chief's Letter to Gangs: 'We're Watching You'

Chief Jim Sheppard of the Rochester Police Department has written a letter and distributed it throughout city neighborhoods where gangs are known to operate.
In the letter, Chief Sheppard emphasized how more pressure will be brought to bear on whole gangs, even if just one member was involved in a crime, such as a shooting.
"We're not sending out threats. We're basically sending out explanations," said Sheppard "This is why you've been targeted. This is why you see the activity that you see and we're reaching out to you now so you can communicate to your peers, to those who are being violent in your group, that it is not going to be tolerated."
Sheppard added that the group that will be targeting gangs consists of local, state and even Federal law enforcement agencies.
